Almost noone i know sculpts terrain, that shit can be done in any software. You can even use Height data in Houdini to automate that stuff for 1:1 representation.

for characters, I'd say depends how high poly You want to get,t anything overly complex would recommend Zbrush

but anything lower tier, Blenderlets can welcome You. just dont become a cultist.

Mudbox actually has a better layer system for textures and dispacements that Zbrush to this day never inplemented. It can't reach the poly count of zbrush though and you need a good system to get the most out of it.

A secret the hobbyists don't know is that heaps of studios keep mudbox around for dealing with displacement stuff, it's used on big movies every year, which makes it even more confusing that autodesk just completely abandoned it.
