im new to blender and 3d modeling in general, tis happens any time i make any changes to the projects. it creates streaks. iv upgraded my graphics card to an AMD Radeon Pro WX 7100 but this still hasnt helped. any suggestions?

I'd say check the settings in blender to see what is isn't set to be rendered by the GPU (there are options for a few things to be either rendered by a GPU or the CPU), and make sure that your graphics card firmware and Blender version is up to date. If that doesn't solve it then ask on the Blender forums.
