Is the main dev who's responsible for this salty about it for some reason? Every time someone makes a suggestion for it, he snaps back that it's "working as intended". Wasn't there a big fight to get it included as a feature to begin with way back when? He seems like he's dragging his heels because he was embarrassed by the guy who pointed out the issue to begin with.

It's the default now so I don't have to change it every time so I'm not really that interested on the background.
But your theory of why it took that long is pretty much on par with the origin of so many issues in FOSS projects.
I think it has to do with wrong incentives. In commercial software the user has some authority to demand features. Open Source needs a process for that too.
To address this we now have bounties which don't solve the problem but are at least an attempt to address it.
