Did you check that the correct uv map was exported from daz?
Daz anatomy/geografts use a seperate uv map to the main mesh.

I notice there is no normal for the penis? Penis is also divided in 3 or 4 parts, glans, shaft, testicles

Also in daz the penis has 2 parts which are combined. In the screenshot I moved the Shell part to show you the difference

Well you can look if the textured mesh shows up in the blender viewport.
As of how to fix it idk. I can tell you that you probably can use http://diffeomorphic.blogspot.com/
I only ever used anatomy on models not alone and even there I did forget about it once it worked.

I've exported the daz model as duf file format, do I need to import into Maya and then into Substance Painter?
