Possible approaches are
In shader nodes as as flat material and a flat cloud layer, won't be volumetric but will look fine in many cases, cheap to render
As a volumetric shader this will be most detailed but is very expensive to render
In geometry nodes to get more control over things like wind, interaction with other objects, also works with simulation nodes in 3.6.
General process will be noise textures, musgrave texture into color and transparency.
