Nah, I think he might be right.
The background definitely comes off as real, especially the girls leaning on the whatever the fuck it is in the background. They seem like regular asian bitches hired to stand around and look pretty. Biggest giveaway is the proportions of them look like real people and not white big-titted anime girls with small waists like the rest.
The assortment of anime girls and balloons, the splash, triangle portal, and the girl coming out of the pool are obviously CG though.
It's a combo of both real and CGI.
