Just don't. instead use a textured projection light with a fake caustics map.
also use /sqtddtot/.

1. bigger light sources equals softer shadows and reflections
2. more samples equals better defined reflections
3. the normal map on your water is way too strong and jagged. an actual still pool is basically perfectly flat, maybe some subtle undulations
