how do you even achieve this type of lighting in blender?
I tried using a more overcast hdri file for the background texture lighting or whatever you call it but that kind of just sucks out the saturation. Adding lights just make shadows that are too harsh.

you probably don't need an HDRI to do this, you could just change the colour of the world. If it's an indoor scene an HDRI isn't going to do anything because when it comes in through a window, the shape of a window is going to influence the light and cause harsher shadows.
make your lights bigger, bigger lights are more diffuse, smaller lights are sharper, think about a laser versus a lightbulb. The lightbulb might be brighter but you can look directly at it.

A trick you could try is using emission instead of colour in your textures, but eevee can't do that.

Flat lighting, make a toon shader and edit normals so the shading looks in the style. There is a shader in artstation for blender called genshin impact shader, you can start from there if you don't know how to do it yourself

It's definitely achievable. One thing that could help is to turn the color settings to raw. That way the color the shader outputs is the color that appears on the screen.
Then you should be able to do all kinds of ambient light trickery based on normals/materials etc. and get pretty nice results

fuck so I applied this >>958045 to all of my objects and now I realized nothing has enough saturation. It looks like the shadows and shadow faces are actually fake and painted on in the artists' work (that I'm trying to copy) on the right, if all the textures are actually just transparent.

I guess I'm going to try out >>958053, >>958088, and >>958059, if I can figure out toon shading.
