It's not bad, but trying to make your work look painterly in that way makes your work look cheap. Painting IRL isn't like a render pass, The size and shape of a brush stroke encodes more information than where the light is. Mood, drama, perspective, sight guides, motion, composition, form, direction, etc. You genuinely can't capture that with a filter.
Not to mention, brush strokes also contain unintentional information like the method of construction. For instance your horizon line. In a lot of paintings, that line would show evidence of a straight edge being used, like indentations in the paper, errors and artifacts from masking with tape, perhaps even differences in the thickness of paint layers. To mention, in that composition I think most painters would blend the line between sky and water and make it invisible.
Evidence of method of construction is visible in your work btw, see the ropes in rigging, where they intersect and make an X shape? You have extra blobby intersections where the filter is averaging out the weights of the pixels. In instances where the filter is averaging out pixels on a surface like the wood of the boat or the water or something, that effect is an okayish approximation of what a painter would do, but in the case of the ropes, a painter would just draw those as lines.
If you want to achieve a worthwhile painterly effect to your renders, you have to get a drawing tablet and actually paint over your render, and before this you need to break down actual paintings and analyse what makes them look painterly.
But I think a better thing to do would be to analyse real paintings and think about what kind of lighting looks painterly, and not try to achieve a painterly look by emulating brush strokes. Filmmakers sometimes talk about achieving "painterly light" when filming live action scenes, so I would try to go down that route.
