Should I do this method right here where I plant the vertices along the reference

Or should I do this one where I shape the sphere
I have an easier time doing the first one, but I feel like the second one would look better. The second one is so much harder though, I can't shape the mouth right because I always end up making them detailed and I always end up messing up the lines on the eyes and nose.

Your intuition is right, the second method would be easier. You can focus on the silhouette of the model to keep details consistent.

Your intuition is not even real. At the end result you will have a model with vertices, like every model. Figure out where these vertices go and you can have any equivalent to sculpting it by applying simple subdivision. Because you don’t understand what a good anime face even looks like in 3D you will struggle. Study the aesthetics people utilize meaning study the wireframes and you’ll make a better head regardless of what method you choose.

try the QTDDTOT method. it's super fast and easy and the models come out looking AMAZING!
