Absolutely. Why make more work for yourself? It's the same premise behind using a sphere to start molding in compared to a cube. Don't make more unnecessary steps and try and think like a professional. Cut corners when you can if it won't affect your quality.

Depends on the character, but I usually will use a base mesh.

I just use makehuman, they're not the best but you genuinely don't need some incredible base mesh. You're gonna remesh it and change it a ton anyway.

the point of a base mesh is to save time if you already know what you're doing
if you're a beginner you should be making everything from scratch or you won't learn how to create the forms you want and will always have to lean on someone else's work

I kitbash my models together, so I have to do the topology from scratch most of the time. Things like the rig, teeth and tongue are reused.

I'm still at the point where every model I do is quite flawed and every subsequent model is slightly (but noticeably) less flawed so I try to make as much from scratch as I can. Also with each model I'm able to make the boobs a bit bigger than the last, I hope to reach IJN Shinano levels of cleavage by 2025.

While learning start over everytime, you'll grow faster that way. As you progress and start reaching a point that it's very hard to improve anything start reusing the best parts of your old characters and spend your time studying and improve specific areas that you're less familiar with or ones that with time and additional knowledge have grown to bother you again.

My current human base characters (M/F) is something that prob still has geometry I worked out 10 years ago left in them, but it's like a 'ship of theseus' type deal with most being modified updated and improved over time. But I had been at this for more than 10 years before I reached the stage that rebuilding it every time no longer made any sense
in the interim I built several dozen character models largely from scratch.
