How do I make a sort of scaly normal map in Blender that wraps seamlessly, like a procedural texture? Nothing fancy, basically like Voroni bumps. Can such a thing have the size be controlled by vertex painting? Like feet smaller than the back?

geonodes + the convoluted normal map baking/projection process you have to look up every time you do it?

It's a texture, so it obeys your UV map. If you truly need a seamless 3D noise texture you'd need 5D noise. I don't think you need that, though.
