Depends on the art style and hair style. You can do the typical curve hair approach for blocking but when it starts getting really stylized, you need to start sculpting on top. I've been doing stylized characters and hair has always been a pain in the ass the stricter you need to follow the character sheet. The only time it becomes easy is when the project has a consistent art style as the workflow becomes streamlined.
