3D modeling noob here. Anyone know why the Luigi model on the right is shinier than the one on the left in Blender? They both have the metallic sliders turned all the way down.

Doesn't look shinier, looks like it's color textures are just darker. At least from this screenshot
Switch to flat shading however you do that in Blender and check. You may see shininess (like on his lips) baked into(made apart off) the diffuse(color) texture

it does not affect the shininess of a mesh in the unshaded mode OP is using.
