Hypothetically speaking, would a reusable rocket with high test hydrogen peroxide and kerosene or methanol be viable? Sure, the ISP wouldn't be nearly as high, but a closed cycle design using catalyzed HTP to run the turbopumps should allow for a longer service life and be easier to control/throttle.
You also don't have to worry about any cryogenic containment for the fuel or oxidizer, making logistics easier for the ground staging.

The "gotcha" part, as you didnt watch the thing, is NASA isn't a civilian program even, its part of national security tech program just like airforce/navy/darpa/spaceforce/etc. Its a wing to show off american technology and he believes as such must follow design/ownership rule that other branches of military follow. Thats on top of the fact that he believes current gen of nasa engineers do not have experience with building rockets and without such cannot be an effective judge of another's rocket.

The big problem here is that this is a vague wishful thinking. His concerns about privatizing rocket industry is somewhat valid, but still its a matter of contracting. Just create a separate contract and buy the ship outright from SpaceX. I'm sure SpaceX can sell ships/designs/maintenance to US Gov directly, at a right price ofcourse. Its just currently its more cost effective to just buy a ride ticket instead of buying the whole rocket.

That's certainly the big thing I see. Starting with a comically overpowered vehicle so you can massively derate it certainly helps, but conventional EVs are designed with the hot bits, including any "radiators" (i.e. fluid-to-air heat exchangers), on the inside, with airflow directed to them. For radiative cooling, you need the hot bits exposed -- either provide a direct thermal path to body panels and let the whole thing heat up to 75C (or whatever), or use a fluid cooling loop with radiators (real ones) mounted externally. Either way it's a big overhaul.


Otherwise:
Suspension will need an overhaul, with lighter springs for sure; not sure about shock tuning.
No GPS, so you'll probably want some sort of local navigation beacon system for best results, at least if you plan to have fully autonomous driving (vs executing pre-planned maneuvers ala mars rovers, or straight-up R/C from lunar orbit).
