Supposing I have a genetically modified cat girl I'm growing in my basement. Is there a particular percentage of genetic code that I need to manipulate for age of consent laws to no longer apply to the product I have created? I would call her product since I personally worked on her gene sequencing myself and I can confirm it's neither fully human or animal. Right now I'm at about an 80/20 blend of human and cat. I can probably up that to about 70/30 but the closer we get to the 50/50 range the higher the rate that genetic abnormalities occur and the resulting product is no longer viable.
She's the 7th iteration in a series of cat-human hybrids I have attempted to produce. Her previous sisters never made it to term unfortunately. Technical oversights on my part during the gestation period resulted in me having to cull them before they could be birthed. If I can bring her to term I think I'm going to name her Septa since she's lucky number seven.

It has nothing to do with genetics and everything to do with free will and time. You are about to have a heart attack when you realize literal normal cats can be taught to learn human language.

I would agree with you on principal however the law would argue otherwise. While I believe the Harkness test gives a reasonable outline for sexual partners, age of consent laws are based on arbitrary number limits and social mores rather than any philosophical adherence to logic.
Regarding normal cats. While they can make for fuzzy lap ornaments, only the most arranged individual would indulge in coitus with one (no matter how intelligent the cat may be).
