Relative changes of states. Which results in the funny little quirk where the longer it takes to change states the slower time is for the thing changed, while the faster everything else ends up changing relative to it. So there's a time delay for time, because a state can only change so fast and the closer you are to that velocity the longer each state takes to change as interactions become slower.
Of course, there's a little hidden detail there about energy density since after all it is relative. Within a given universe if you imagine a much smaller finitely sized universe with energy proportionate to ours you could make it such that interactions from kinetics must necessarily occur simply as a matter of having a lot of energy in such a small space. In such case time dilation can be effectively "cancelled out" since everything has proportionately similar velocities. If space expands uniformly to infinity or whatever since it's all proportionate it kind of doesn't matter, so the big bang didn't take infinite time relative to some later period for example. Proportionality is what matters not absolute numbers.
