You need a valid motor vehicle registration and license to park in their parking lot. It's a parking permit, not a stargazing permit. If you walk into the park without a car then this permit isn't relevant to you at all.

Anyway, these permits seem to be for New York the state, not NYC specifically. Most of New York is relatively safe, little different from the rest of rural New England (except for higher taxes and worse state government.)

There is nothing in there that implies that you can't stargaze on your own property. The "at designated parks" language means just that, that this permit is only applies to certain parks. If you're in a park with no curfew, or at a park that doesn't allow this permit, or in your back yard, then the permit doesn't apply because it isn't for those areas.
