We absolutely can build buildings like these, and we know this because we still perform maintenance on the existing beautiful architectural works like this to this day.

In terms of why don't we make more beautiful architectural structures, I think it has to do with a combination of efficiency and funding. It's easier to heat/cool, run power and plumbing, weatherproof etc. some soulless skyscraper than it is a geometrically complicated work of art.

Engineering is always moving to work with less while still meeting objectives. We could very easily make those buildings today. Instead we make taller and larger buildings for cheaper. You can argue aesthetics, but you don't hate modern architecture. You hate the decline of the current empire.

That's a problem for architects and urban planners. As an engineer, you should be able to tell exactly why this type of construction isn't more proeminent, given that a large part of your job involves optimising the use of resources.
