Such a breeding project would be difficult, more likely you'll get sociopathic intelligence which is not very useful when it comes to actually developing science but very effective at being self serving and eroding social integrity.
But in general if you're asking if you can make a 3d vector big when you average them iteratively, the answer is yes, obviously.
