If humans hadn't become smart, what other candidates would there be to develop the Apex sapient species? I would say parrots, but some octopus are strong enough to walk on land, and have surprisingly developed eyes independently from other phylum. What other animals show great potential for mobility and intelligence?

Monkeys and pretty much it.
You need brains and and you need arms to handle tools and need for that combination evolution traps other species.
Birds can be smart and structurally and physiologically are much better designed than mammals. But they evolution trapped by flight. Flying birds are small means only can support small brain. They upper extremities are wings mad efor flight to suited for tools. You can have big non flying birds but they have wings atrophy because they don't need them, and evolution trapped against tools handling.
Pretty much only three climbing species can become Apex Sentient because of the arms development.

That's bullshit. A random mutation can make a bird more or less apt, a random meteor can give way for it to bloom. We evolved from a dinorat that specialized in everything that mammals cover. Maybe a parrot could grow thicker and thicker wind fingers that let him walk with his wings while using the feet to grab stuff.
And the octopus may specialize two pairs of tentacles for grabbing and walk with other four
