Crime rates are a retarded measure. 100 crimes per 100.000 people doesn't tell you whether there's one criminal who committed 100 crimes, or 100 criminals each committing 1 crime. The former place would be much safer than the latter.

You multiply any crimes by a factor of the population/100,000

IE in a town of 50,000, you'd double the numbers to get a per 100,000 figure to compare against other locales
For a town of 25,000 you'd 4x the crime numbers etc
