I was thinking about doing master's in a german uni because I passed all the other critera but they had something like that on the last page of the app. I think they required 3 or 4 letters.
...and despite this a lot of the faculty were saars (with what are most likely inflated credentials)

I fucking hate recommendation letters. In my undergrad, there was a chill professor who would just ask students to write it and he'd sign it. You don't get people like them anymore in gradschool. You'd have to request them, send couple of remainders and get ignored anyway.
