If you look closely you can see it is somewhat fuzzy which I assume is meant to imply some kind of proto feathering similar to what is found on some young birds. That said we don't have any evidence that adult T. Rex was feathered and from its size and habitat it seems somewhat unlikely since it probably didn't want extra insulation. Of course this does not mean that other closely related animals where not feathered picture for example an african elephant, its almost entirely hairless even though it evolved from furry mammals and had close cousins the mammoths who were furry.
