Is ionic silver a scam compared to true colloidal silver? Manufacturers of ionic silver claim that smaller particles are better for absorption, while proponents of true colloidal silver argue that the clear solution is essentially a rip-off. What are your thoughts?

if you're so picky about what form your silver takes then why don't you just make your own electrolytic cell and produce it in whatever oxidation state and particle size you want

Both are garbage. Obviously ions will have more chemical interactions then an insoluble form of silver and therefore you will take up more of the silver ions, but who cares? Silver doesn't do anything for you.
You should start by finding a bunch of studies about taking colloidal and ionic silver as a health supplement or home remedy. Don't read just one, try to find dozens. When you find that the majority of them say "inconclusive" or "no measurable effect was found" or similar, then you will know that it's a money pit like homeopathic medicine.
