Is there any way to farm
the oceans like we do the land?

Yes, sea weeds. Great cash crop used for all sorts of things. But you can't really buy a piece of sea like land.

Well, if we threw all the vegans into it first. We could fish some easy meant?

The already mentioned seaweed/kelp and shellfish, suspended in baskets.
Both cleans up coastal waters and provides habitat for young fish, so fisheries improve at the same time.

yes
genetically engineer humans to be aquatic. and then they can colonize the sea. One problem is marine predators, what should be done with them? They could eat the humans. Land predators have been killed a lot because of that.
Aquatic humans could use tools to hunt underwater, and make some sort of settlements.
Whales would be a great food source, but you'd need a way to store the remains, or you could let other creatures have some since some creatures already depend on whale carcases. Once you get underwater fencing, and railings, you could farm fish underwater.
Even though it's hard to imagine such a genetically engineered human (a bit like the aquatic ape theory). I think it would make more sense than trying to farm the oceans as we are right now. Since we're land animals, it just wouldn't be that practical.

Like in Fathom? In practice, getting enough oxygen will be hard.

Sea Gypsies are several ethnic groups like the Moken and the Sama-Bajau
with a nomadic, sea-based culture and who have a number of genetic adaptations to facilitate a lifestyle involving extensive freediving.
Moken are able to see better underwater while freediving in order to collect clams, sea cucumbers, etc.
Bajau spleens are larger letting them store more haemoglobin-rich blood, which is expelled into the bloodstream when the spleen contracts at depth, allowing breath-holding dives of longer duration.
