No. Although you can argue dolphins are dinos, dolphins were a dino that turned into an egg laying rat, that became a womb birthing rat, that turned into a pig, that went into the sea and got fins.
The icthyosaurus was a birb that didn't fly that went into the sea and got fins.
The penguin is a birb that flew but started to swim instead, and if it develops the ability to birth from the womb it will become the new icthyosaurus.
