So being respected by your peers qualifies as level 2, Safety Needs, because if everyone around you views you as less important then you are allotted fewer resources and your peers are more likely to leave you to die rather than help you when you need it.

Nobody "allowed" or disallowed anything. What happened was a group of primates living in tribes discovered how to throw good, bang rocks to make fire, and then how to ensure that the berries which grew last year will grow next year where convenient. Everything that followed was a snowball beyond biological evolution's control. Humans survived fine on our initial mental programming, and we adapted as best we could. It sucks, but a lot of things suck. That's life.
