Theyre both right. Its angulat momentum. Skyscrapers move mass away from earths center of mass, causing slower spin. the polar ice caps melting moves mass closer to the center, causing faster spin. its like a figure skater stretching arms out to rotate slower or pulling them close to spin faster.
