The thing about electricity is that it is something we discovered, not invented. The same way that a sharp rock that can cut you is something we discovered, not invented. What I am saying is that so-called creativity of humans never invented a single thing. It has all been a series of (inevitable) accidents. It is all just a matter of time.

Electricity is a wave propagating in the electric field.
It will shift around charged particles (mostly electrons, but also protons by a tiny amount) and in fact, in order to get a sustained electric current, you will need a conductive material (metal, doped semiconductor, ionized air, etc) whose electrons may shift around to support the wave's motion, much like molecules of air shift around (back and forth) to transmit an acoustic wave.
Quarks have little to do with it, except that when 2 up and 1 down quark are combined they form a proton, which has electric charge.

Electrons are leptons. They are at the same "level" of quarks. An Atom is made up of quarks and electrons. Quarks combine (by interacting with bosons, like gluons and photons) to make up barions, like the proton and neutron. When they do so, they reach balance by holding an electric charge property and start interacting with the electrons by exchanging photons.
Electricity is a broad term for whenever there is energy generated by the flow of electric charge, an inbalance in this system. More commonly, whenever there are free electrons on a system, generating current.
