If you press on the skin, it should usually release some mixture of water and puss. If it's dry, it's not dyshidrosis.

It could be anything from urticaria to meningitis; we can't tell unless you give us some more info on your symptoms.
When did it start? Where is the rash? Does it itch or burn? Is it painful? Does it spread anywhere? Any discharge? Has it gotten worse or is it improving? Anything you're doing right now that's helping relieve the symptoms? Any systemic signs, like body aches or fever? Have you recently been ill? Do you have any allergies? Do you have any other medical condition?

Anyone who claims they can diagnose you just by looking at this picture isn't a doctor but a nigger. Dermatology is a vast field and the slightest differences in signs/symptoms can lead to completely different diagnoses.

Also, don't follow the advice of anonymous autists on the internet and go see your GP.
