Is it possible to make it rain using that type of flares ?

Not many people are aware, but dust is required for rain, they act as โseedsโ for water to collect onto. Often times a region of the atmosphere will have plenty of water for rain but not enough tiny particles to for the water to condense onto. Adding dust, for example from flare residue, can cause water already in the air to form clouds and rain.

That makes sense, and what about the flare itself ? Is that easy, because non of those ingredients looks like fuel for a correct reaction
