Laser weapons already exist, but they won't become prevalent until high energy laser sources can become much more efficient, and they'll likely never be handheld.

Plasma weapons, definitely not, simply because plasmas are fucking horrible at effectively transporting in atmosphere while maintaining a plasma state. Cold atmospheric plasma jets, which are becoming more prevalent in agriculture and medicine, effectively fire little pulses or 'bullets' of plasma at atmospheric pressure, but these require pulsed DC sources that can operate at tens of thousands of volts and can only generate a jet that remains coherent over a few millimeters or centimeters at best.
