In terms of intelligent life I think you'll find a lot that are similar to chimps, dolphins, octopus, very intelligent creatures technically but not the kind to build civilizations. It's easy to see other planets evolution just playing out with animals on that level forever basically, I mean Earth would still probably just be dinosaurs if it weren't for the meteor

Basically I think microbes and such will be very common, possibly even being on Europa in our solar system. Intelligent creatures far less common, but under the right conditions on similar earth-like planets you will see them, human-tier civilizations incredibly rare

That doesn't mean water leads to life. What we know so far indicates water is almost certainly necessary for life, but purity of water, atmospheric composition, and distance from a star all have to strike just the right balance as well.
