Most lithium reserves are in the Andes or Australia. You meant Rare Earths.
And yes, sea mining is a thing in development but you need bio-magnification by using transgenic bacteria so concentrate ion by a factor of 10^6 - 10^12.
Seabed mining is far more polemic cause eco-retards but far more useful and could replace most conventional mining for metals like nickel
