What's the science behind this? How does detonating a nuke in orbit render that orbit usable?

I think the idea is that the debris would stay in orbit, I find it unlikely, as the fireball grew supposedly to 200m in 16ms, giving it the velocity of 12.5km/s, so almost certainly it would be thrown out of Earth's orbit.
Anyway this is meaningless, since no such a bomb exists.
