There is no such a thing. I bet that Oppenheimer read about the divine sanskrit weapons, connected it with the Tunguzka event, realized that events like these must have been occuring with some regularity for millenia, and the deception was born. They may have some method to at least partially predict them, but they can't aim at a place and make it go boom there. I guess they hoped it would trigger a WW3, but it never hit anything remotely important
