Why are they so bad at science? Why are they not producing any high-impact results, and instead publish in some obscure national and predatory-tier journals?

Nowadays, all TRULY successful scientists and engineers apply for a green card the second they are eligible.
It's like my home country, France, which has been quiet on the international scientific scene, because our best and brightest all move (at least temporarily/partially) to the US, e.g. Huggingface, Mistral etc. Our best schools can't even dream of rivaling the Ivy League + MIT / Berkeley / Stanford, so where do you think the smartest engineers of our continent publish at? Those who publish in national journals are just those who were not good enough to move to the US.

ENS Paris does rival MIT and is outright better than other Ivy League universities. This has been my experience. Given a choice between working with someone from ENS Paris vs an Ivy League, the frog has been better almost every time.
