Is this the shortest wavelength that your computer/phone can emit? Most devices are equipped with monochromatic red light, green light and blue light, and mixed together to make the rest of the spectrum, would that mean that pure blue (#0000FF) is the shortest wavelength you can emit?

yes, violet has a shorter wavelength than blue but our computers aren't equipped with it, for good reason, the shortest wavelength colors tend to be harmful to the eyes, the blue you posted in picrel is probably borderline until it get unsafe for the eyes

It's probably easiest to visualize the case where you have blue, red and green subpixels. The bluest you can get from a given display (presumably corresponding to that hex code) is when only the blue pixels are on.
The wavelength of this will depend on what the material in the pixel is. Off the top of my head, I think the emission peak will likely be around 430-450 nm. Real emitters also have a finite emission spectrum width, and the purity of your blue depends on how broad the emission spectrum is (more broad = less pure colors).
There are different display technologies out there, but the general idea will be similar.
