You either don't have to be or if you live in a shithole with mandatory service you don't have to comply. A good colleague of mine is Israeli. He told me he spent more time of his service in military prison than outside of it. Get out, refuse the first command you're given, go back to prison for a few days.

What kind of issue do you have with cold water on your skin?
You can try grease like animal fat or crisco and you only need a goober amount as too thick cause reaction and block off your skin.
