TSA is pure security theater. All the rules are just whatever the agent in front of you says they are.
Shoes on or off?
3oz liquid containers in or out of your suitcase?
Laptop in or out of its bag?
Cell phone, wallet, and keys in your pocket or in the bin?
All change on a daily basis. It's different every single time I fly. There are no actual rules, nothing is about real safety or security. Every rule can be suspended or changed at the convenience of the TSA officers on duty. It's complete bullshit, they just want to ruin your day and make you mad.

I work at an airport and this is true , If I go through the main gate I get the metal detector , explosive swabs and the mirror under the car, I've literally held my boxcutter in my hand (with security knowing ) while they use the metal detector on me.

If I go airside from the small gate I wave and they buzz me in.
