Perception and cognition is always comparing. The more experience/memory you have the more there is to compare. One such comparison is between the desired future / goals of an organism and the actual circumstances. The difference between what's actual and what is desired is the tension that creates movement / action and the previous experience/memory is used to calculate the cost/benefit of all possible actions to go from what's actual to the desired future. For example: the system detects that glucose levels are below the norm, thus it creates the sensation of hunger i.e. the desire to eat and then it will calculate the cost/benefits of all the foods you've eaten previously like the amount of pleasure, the effort it takes to acquire the food, health goals etc.
