You're kidding right? This is one of the lowest IQ attempts at fraud I've ever seen. They know what a reasonable average yearly consumption is for a particular household in your particular area simply by comparing. If your meter or your description of what the meter says deviates too much from that average or if a measured output deviates too much from a measured input then they are going to investigate the cause of that deviation.
