It says nothing about it because there is no substance to the claim. Eccentric engineer makes his own antenna. Makes some measurements decades ago, one guy not the USSR or any scientific institute. Years later he claims those measurement could only be the self noise of the telescope, so there was no cosmic microwave background. But he never did any error analysis and he never calibrated his equipment.
Note the raw data doesn't exist any more, and the telescope doesn't function. The result wasn't published in an astronomy journal.
But cranks like to reject the 1000s of other independent measurements from dozens of telescopes and instruments, in the most incredible act of confirmation bias. Because we all know it's just logical to believe the one unverified data-point which confirms your beliefs, and ignore everything else.
