It is...
Peptides can self replicate.
RNA strands can self replicate.
DNA strands can self replicate.
NACl crystals can self replicate.
Small proteins can self replicate.
It's all self-replicating in the sense of thermal cycling, hydration and desiccation with lightning creating the chemical blocks in the first place.
So it isn't really "self replication".
More like environmentally assisted replication.
Very far away from the most primitive and primeval archaebacteria.

No. RNA has some capacity to act as proteins. Such as in ribozymes.
