You've gotta remember (or learn for the first time) that during the period between 1922 and 1991 the continued expansion of the USSR was a for-real no-shit end-of-the-world scenario. People were seriously thinking about preferable options to the enslavement of billions. By the time the Soviets got the H-bomb the deaths of millions, while far from optimal, was starting to look like a viable strategy for saving the world from an even worse future.

I don't disagree the soviets were investing in causing the spanish civil war and invading finland later plus having a biggest defense budget than the entire continental europe while starving ukraine (the aftershocks of that going on that now in the current war).
