That is not true. Civilizations can cooperate with each other instead of choosing annihilation. It can even be very easy for spacefaring species to go along. If one has evolved on a very wet planet and the other on an arid one for example there is little reason for these species to compete pver planets while both can offer the other the resources of each others inhospitable planets.
We also do not know whether it even is possible to conquer a whole galaxy. These FTL dreams of nerd culture may not ever come true.

If one assumes FTL travel and FTL communication are not possible, then how would a galaxy-spanning civilization be maintained? If it takes hundreds of years just to learn what happened a few stars away?
The more likely thing is for the descendants of one planet to split off into many divergent civilizations within a galaxy.
Who might re-encounter each other after thousands or millions of years and basically be aliens for each other, even though they are really very distant cousins

This is wrong. There's no such thing as a "galactic civilization" because the distances + time cause differentiation and thus competition.
If anything, there will be a heavy limitation on colonization ( not that it is feasible to begin with ) and those who breach it will be executed. Otherwise you get in 100,000 years in the future you have speciation occurring and the new species deciding that the original planet is prime real estate. whoops, you just created your own rival civilization.
Advanced civilizations because hyper insular and stop reproducing, retreating to virtual dimensions/realities.

Far easier to extract water from asteroids and comets than haul it up from a planet's gravity well. If the sea aliens are like the orcas here on Earth it's better to just leave them alone so they don't retaliate.
