My question is what is actually going on during a phase change? I understand vaguely what each of the phases are. But why is energy required to build up, and then all of a sudden the phase change happens? Like is there some kind of bond being broken or force being overcome?

Yeah there is. The electrons were held in place by a soup of photons which mixed together with both electrons, spin up and spin down until the sheer forces of the strong electric overcame the angular momentum of the electrons

in the case of water for example, If I'm not incorrect, the transition between liquid and gaseous phases implies that the hydrogen bonds become undone.
