Highly accomplished men teach others how to fish. They dont give others fish. Those accomplished individuals didnt become accomplished by others giving them everything on a silver platter, they did it through their own trials in life.

But in reality, they do give people chance by offering them work, apprenticeships, loan out money, offer investments, etc. These all come with caveats as they need all be mutually beneficial ideally for things to work out nicely. Pure charity never works out. You need to tie money to returns, this puts the pressure on both sides to excel and succeed in life.

If you dont have a family, you have state fosters that give you room/food. There's state job offerings. There's state resume building. There's state trainings. There's scholarships. There's volunteering to get skills. There's state sponsored apprenticeships.
