It's a low quality thread. Synthetic blood already exists and is constantly being improved upon. It's just not in widespread use because it still needs quite a bit of improvement for most use cases.

For a number of reasons, but chiefly among them is that synthetic blood has to be actual cells, and not just some liquid you inject into people. Cell growth is bottlenecked by all the normal factors. Generally though, if you're taking the time to produce synthetic bone marrow it's easier/cheaper to just take blood donations, since blood cells don't divide.

Powdered blood is a thing. Not sure what they replace the water with through RO, but they can rehydrate it

I know of no way that's possible, outside of transplanting the bone marrow into a new person.
